Singapore topped the list with a score of 85.2, as nearly 98% of its energy comes from fossil fuels, and it imports 100% of its natural gas, with imports exceeding domestic production by 243%.

Turkmenistan (80.7) and Hong Kong (80.2) followed, with Morocco and Belarus rounding out the top five, all heavily reliant on imports and possessing low average incomes that limit their ability to absorb price shocks. Analysts noted that while large economies like Germany rationed energy in 2022, smaller import-dependent nations have less room to maneuver when local production is impossible.
